Organizational structure of the KazDual observatory

1.1 This regulation governs the activities of the Observatory created from among the employees of the University.

1.3 The observatory is being created within the framework of the Erasmus + program “Implementation of a dual system in Kazakhstan - KAZDUAL” project, based on the order of the rector.

1.4 In its activities, the Observatory is guided by the legislation of the Republic of Kazakhstan, the Charter of the University, these Regulations and other regulatory documents.

1.5 The Observatory develops and implements scientific research in the field of dual education, self-supporting services, for all organizations, regardless of departmental affiliation and form of ownership.

1.6 The Observatory is headed by a director appointed by the working group, and the rest of the structure, quantitative and qualitative composition of the Observatory depends on the volume and nature of the planned services, which are determined by service contracts, projects, terms of reference, etc.

1.7 The Observatory carries out its activities in accordance with the objectives of the project "Implementation of a dual system in Kazakhstan - KAZDUAL" within the framework of the Erasmus + program, the requests of potential consumers of services specified in service contracts or technical specifications and projects.

1.8 The Observatory maintains documentation of its activities in accordance with the requirements of the Erasmus + program and the instructions for the office work of the university, approved by the rector.

1.9 The finances received as a result of the self-supporting activities of the Observatory are transferred to the University's accounts and distributed in accordance with clause 5.6 of this Regulation.

 

2. MAIN TASKS

 

2.1 Earning income by providing paid services and works that do not contradict the statutory activities of the university (example: theoretical (master class, seminar-training) and practical (consulting) support of their activities on social and practical issues in accordance with their needs and requests) , legal entities and individuals.

2.2 Establishment and development of long-term cooperation with domestic and foreign scientific, expert and educational observatories, centers and institutions.

2.3 Scientific and methodological support and improvement of the forms and methods of providing services.

2.4 Creation of conditions for receiving income from self-supporting types of services and works.

 

3. ORGANIZATIONAL STRUCTURE

 

3.1 The permanent organizational structure of the Observatory includes: director. Other elements of the structure, the quantitative and qualitative composition of the Observatory depend on the volume and nature of the planned services, which are determined by contractual relations.

 

4. FUNCTIONS

 

4.1 The Observatory conducts activities in order to attract and establish long-term cooperation with existing and potential customers of services.

4.2 Develops a cost price list for planned self-supporting services.

4.3 Timely and reliably completes the documentation generated in the course of the Observatory's activities.

4.4 Carries out constant work to ensure control over the quality of services provided by the Observatory.

4.5 Organizes negotiations and conclusion of contracts with customers of services.

4.6 In order to ensure competitiveness, it works on evaluating the effectiveness of pedagogical, scientific and expert-consulting processes.

4.7 Conducts office work at the proper level.

4.8 In order to implement activities, the Observatory may engage and interact with teachers of the university departments, as well as teachers, leading specialists, experts from other organizations and departments on contractual terms.

4.9 Participates in events held within the framework of the project "Implementation of the dual system in Kazakhstan - KAZDUAL" and the university.

4.10 Marketing self-supporting services.

 

5. FINANCIAL AND ECONOMIC ACTIVITIES

 

5.1 The observatory carries out its activities on the basis of basic funding from the budget of the university and self-financing. The financial resources of the Observatory are formed from funds received from services rendered on a paid basis, grant funds from international funds and organizations, sponsorship of individuals and legal entities, etc.

5.2 Paid services provided by the Observatory include all types of services that do not contradict the statutory activities of the University.

5.3 The sources of funding for the Observatory in the provision of paid services are:

- individuals;

- legal entities;

- other sources not prohibited by law.

5.4 The funds of the Observatory are transferred to the settlement account of the University with the obligatory indication of the purpose of the payment/transfer.

5.5 The Observatory in its self-supporting activities has the right to distribute the income received as follows:

 20% of the amount of each contract goes to the disposal of the university;

 80% of the amount of each contract remains at the disposal of the Observatory.

5.6 Funds received from the provision of paid services are sent:

 wages with accruals and payments of a social nature;

 for taxes and obligatory payments to the budget;

- to pay for travel expenses
