  1. Introduction

The core of dual higher education studies and other dual education programmes is a combination of two learning venues: (higher) education institutions and companies. The aim is to combine higher ed- ucation studies with business practice. The quality of practical training is one of the important objec- tives for the success of such education programs (Hesser, 2018, p. 21).

“Both the concept of vocational training in the dual system (apprenticeship) and dual higher education are part of human resources development and personnel planning in many companies today.” (Hesser, 2018, p. 32)

It is important, that employees learn and expand their skills within the context where they need them. A dual (higher) education program allows the combination of learning and working for the benefit of the learners at an early stage (Hesser, 2018, p. 32).

Therefore, this task within Work package one focuses on the perspectives of companies in Kazakhstan as there has been identified a lack of practical skills from which it is assumed that it can be solved by dual education (ACQUIN, Meeting Minutes, p. 1)

The aim is to identify supporters of dual system model. The survey targets Kazakh companies’ and their experiences, opinions and needs for dual system in different industrial sectors and their motivation to participate in piloting phase as well as Kazakh schools’ experiences, opinions and needs for dual system and their motivation to participate.

According to this aim a survey was created with corresponding questions that referred also to results and findings from task 1.1 and task 1.2.

This report gives an overview of the procedure and presents the survey within chapter 2. Chapter 3 analyses the data, with the main focus on those participants who see themselves as supporters of dual training. A final evaluation of the analysis and reflection on the implementation of this task concludes the report.

In the appendix you can find the variables and detailed data of the survey, the indicators for selecting participating institutions, the letter of motivation to fill in the survey and the Kazakh institutions who received the survey.

 

  1. Setting up the Survey

The survey was set up with the software ‘soSci Survey’ (https://www.soscisurvey.de/) in compliance with all data protection regulations.

This software provides language selection with translation opportunities in different languages which allowed to create the survey in English and in Russian language.

That was necessary because of the information from Kazakh partners, that companies will not fill in a survey in English language.

After collecting the questions, they have been sent to Kazakh partners in order to give feedback from their point of view. Indicators were also submitted for the selection of companies and schools that should be addressed by the Kazakh partners (sample).

On May the 27th there was a meeting with Austrian KazDual-Team and Kazakh partners to discuss the indicators and questions and to agree on the next steps. These steps were as follows:

Due to holiday season, it turned out, that the dates of completion needed to be extended: 31st of July for submitting the surveys and end of August for finishing the report.

The online-survey was created with the agreed questions and some pre-testing work – including part- ners from ACQUIN – was done, that led to a last revision before sending the survey-link to Abai Kazakh National Pedagogical University, Bayan Sapargaliyeva, who took the responsibility for the sending.

The documents with the indicators, the letter of motivation, and the Kazakh companies/schools (sam- ple) can be found in the appendix (Pt. 6).

 

Below is the survey that was conducted using the online tool 'soSci Survey'.

  1. Analysis

The survey was sent to 74 companies and schools (see 4.3) and 68 answers were submitted.

The data have been downloaded as Excel-file and the Kazakh partners had to translate the Russian answers into English language before the analysis and evaluation could start.

From the submitted 68 answers there had to be 23 eliminated due to either missing information - from the time recording it can be seen that the survey was started but not finished - or double input or some kind of ‘test-input’ (set of letters).

45 valid data sets were therefore evaluated for the analysis. This corresponds to a response rate of valid data sets of app. 61 %.

The focus within the following analysis lies on the participants, who indicated to be interested in sup- porting the implementation of a dual university/college program as a training partner (q 21). These answers are analysed in detail and separately for companies and schools. Some are not interested in supporting a dual study program as described below.

    1. who are not interested in supporting a dual study program

Ten participants are not interested in supporting such a program, two from the education sector and eight from industrial sectors (transport service, logistics, software development, maintenance, electri- cian, venture capital). The following information was provided:

The number of employees from these participants are from two to 3500 (in Kazakhstan). Although they mentioned that they would need different professions (Logistic managers, software developers, lock- smith, electricians, business analysts and so on), they are not interested in supporting the implemen- tation of a dual university/college program as a training partner. Very interesting in this context is, that five participants would appreciate if dual students applied to their companies/schools for a training position. And five of them are interested to cooperate with a university or a college as a training part- ner for curriculum development or something similar. There should also be cooperation agreements for this, but not a full training partnership for a dual study program. Only four of them are willing to conclude a training contract with dual students and only two are willing to pay a salary to them for working in their company/school. Nobody is willing to pay a regular salary during the theoretical train- ing at the university/college. Half of the participants are willing to provide an instructor/men- tor/trainer/buddy for the students during part of their training in the company/school and only two of them are willing to sponsor these instructors. Six of ten participants are interested in continuing to employ the dual students after they have completed their studies. Three participants would expect that students make a commitment to stay with the company after training is complete (for example 3 to 6 month). Half of the participants would accept the offer, that their employees could get free edu- cation courses at the university/college. They would prefer exchange, online trainings with mandatory testing as a result an application of software. Other offered resources could be equipment, specialists of a wide profile or open classes in schools. One of them stated, that they “require universal specialist

– not narrow-profile” and one of the participants asked, if it would be possible to increase the practice at school (without paying any salary). At least, two of them are interested in further information.

One reason for this response behaviour could be that these participants are only interested in support- ing or participating dual system programmes, when they have detailed information about their rights and obligations or about general conditions.

 
    1. in the field of EDUCATION

In this chapter of the report the data from supporters in the field of education are analysed. This ana- lyse is structured along the survey questions and divided in 2 parts: general data and questions.

The tables show the questions from the questionnaire and a narrative summary of the respective an- swers. Concrete contact data from participants – questions 1, 2 & 7 (name of company, address and position of questionnaire completer – can be found in the appendix, pt. 6.5). In addition, all given an- swers can be found in the appendix as well.

      1. Data – PART I

This part of the questionnaire refers to the data concerning the participants in the field of education.

At least ten schools/colleges are interested to support a dual study program.

At the survey in the field of education participated Boarding schools, General education schools, Intellectual schools and Colleges. The number of employees varies from 92 to more than 300. There is a wide range of professions employed – from (special) teachers and ed- ucators to psychologists, doctors to technician and administrative staff. They mentioned that they would need different (special) teach- ers and as well as teachers for primary and secondary schools (all en- tries can be found in the appendix). All of them (10) have already worked with training institutions (e.g., college, university) in the con-

text of training individuals. In eight cases the collaboration took place occasionally and in two cases continuously.

Section 002 – Interest

9) Would it be interesting for your school if dual students applied to you for a training position?

All participants in the field of education who declare themselves as supporters (10) are of the opinion that it would be interesting for them, if dual students applied to them for a training position. There are mentioned several reasons. It is stated that it would bring bene- fits for the students. For example, the increased practice, good pro- fessional training, and exchange of experiences would increase their professionalism and make it easier for them to work with chil- dren/youth in the future. They would also be able to continue work- ing at the training school. As advantages for the schools, they see the employment of the students in the vacations in the specialty educa- tion, a faster training period because they already know the practice

in the training organization.

All participants in the field of education who declare themselves as supporters (10) are of the opinion that it would be interesting for them, to cooperate with the university/college as a training partner. They mentioned opportunities, how they could get involved opera- tionally in this collaboration.

It is stated that it would bring benefits for the students and the school. It is suggested that teachers would design curricula to match a dual degree program. In addition, a practice advisory platform could be established. Furthermore, the participants show great will- ingness to take care of the dual students and provide them with good practical training. However, it would be important to reach an

agreement with the management company.

11) What legal framework con- ditions must exist/be created for your school to provide training places as a dual train- ing partner?

The participants agree that the conditions of a dual education must be clearly regulated in a contract. This includes, for example, the tasks of the students, the school regulations, the financing in the case of a possible payment of the dual students, the time planning etc. It is important to strengthen the status of the school so that it is on an equal footing with the university partner. All agreements re- quire detailed discussion and mutual agreement, and the ministry

must be involved as a stakeholder.

12) What incentives for the co- operation of "Chamber of Commerce - MES - Univer- sity/College – Com- pany/School - Student in dual studies" should be given from the company's/school’s point of view?

The interviewees state that from the schools' point of view, differ- ent incentives should be given for the implementation of a dual study program. On the one hand, methods of positive incentives are to be used with employees to increase work efficiency. On the other hand, the schools also expect financial incentives or the provi- sion of goods. Intangible incentives for the schools are, for example, the cooperation with companies and the university, which is per- ceived as a great opportunity. For the students, the dual study pro- gram offers opportunities to obtain an adequate position in their field of study. Here, too, it is noted that these incentives must be

defined in the concept of cooperation.

Seven participants are willing to conclude a training contract with dual students, but three are not prepared to make a contract with them.

A sticking point in the implementation of dual study programs in the field of education will be the clarification of the payment of stu- dents because the schools are state organizations that are fully funded by the state. It is apparently generally not possible for schools to enter contracts that involve financial expenditures (see item 11-Framework). Therefore, it is not surprising that most re- sponses confirm (8 out of 10) that dual students cannot be paid during their training at school. No school is willing to pay for the training period at the university.

All participants are willing to provide personnel support to the dual students during part of their training in their school/college, but only two are willing to sponsor these supporters in form of in-ser- vice training for example.

Education

Nine participants from ten would be interested in continuing to em- ploy dual students in their schools/colleges after they have com- pleted their studies. Half of them would require students to stay with their school/college for a specified period after graduation if they complete a dual course of study with them. Die required dura- tion is between three months to two years. In the survey it is also mentioned that students should be willing to cooperate with the school and that it would be an advantage if students stay to work after completing the internship.

20) Would it be interesting for your school/college if, in re- turn for the training of dual students, free continuing edu- cation courses were offered for your employees at the uni-

versities/colleges?

All participants are interested in free continuing education courses for their employees at the universities/colleges, in return for the training of dual students. There are some suggestions for it, for ex- ample: special trainings for teachers for deaf-and-dumb and defec- tologists a controller programming courses – as free refresher courses, hourly teaching in an educational institution or as part of the broadcast of the experience of the Nazarbayev Intellectual School. Courses for teachers deaf-and-dumb would be very interesting as well as internships abroad. For these advanced trainings the issuing of certificates is desirable or dual training courses should be offered here as well.

Nine of ten of the participants are interested in other resources. In principle, the participants believe that contributions must be made by all stakeholders. But they also make the following suggestions: The students could prepare teaching materials and then carry out the teaching in the schools. It is also considered important that the process of organizing and carrying out a dual education is well ac- companied, and that additional training and courses are offered for this purpose. Licensed programs should be created in the dual stud- ies. Furthermore, an expansion of cutting-edge technology in

schools is desired.

Section 011 – Support

In this chapter, those participants were named who would support a dual study program. Therefore, question 22, whether the school/col- lege is interested in supporting it, is also answered YES by all partici- pants used here. All these supporters would like more information on this (such as whether pipeline programming courses are offered). As a central question, it was again inquired whether there is a remu- neration by the university for the schools in case of a dual training offer.

    1. in the field of INDUSTRY

In this section of the report the data from supporters in the field of industry are analysed. This analyse is structured along the survey questions and divided in 2 parts: general data and questions. The de- tailed description is shown in the app. 6.6.

The first part of the questionnaire refers to the data concerning the participants in the field of industry.

At least 25 companies are interested to support a dual study program.

At the survey in the field of industry participated different sec- tors or branches. They include for example, information tech- nology, engineering, automotive, nuclear energy, light indus- try, etc. Some data indicate that the term industry/sector has been misunderstood. The complete list is also in the appendix. The number of employees varies from five to 1700. There is a wide range of professions employed – from skilled workers and engineers to legal scholars and administrative specialists. 23 participants from companies would appreciate the application from dual students for a training position. As justification they men- tion several reasons like

  • the opportunity to train their specialists for the specific needs of the company,
  • the familiarity with the requirements and regulations of the company from the beginning of the training,
  • the opportunity to assess the students' abilities, select capa ble students and educate a future employee who will be ready to take up duties without going through a training pe riod,
  • the opportunity to determine the skills and competencies that students acquire and consolidate them in practice,
  • the opportunity to train young professionals,
  • a constant shortage of personnel and thus the need for new employees,
  • the wish to supplement the theoretical knowledge practi cally,
  • the chance to consolidate theoretical knowledge with skills in practice (theoretical matters become clearer in practice),
  • the wish for capacity development, development in general and acquisition of new knowledge.

24 participants in the field of industry who declare themselves as supporters (25) state that it would be interesting for them, to coop- erate with the university/college as a training partner. They mention the following opportunities, how they could get involved operation- ally in this collaboration:

  • involvement the trainees directly in the work process to gether with specialists and mentors (provide workplaces and technology),
  • general consultations and supervision (e.g., exchange of opinions, constant feedback, excursions, meetings with stu dents),
  • recommendations about needed skills and competencies and participation in their development,
  • assistance in organizing events,
  • attraction of students for practical training,
  • allocation of time from specialists for the work with the trainees,

Except four participants, all have contributed their ideas, sugges- tions and wishes for a legal framework. The naming is different (bi- lateral treaties, regulatory legal, individual training agreement, dual education contract, cooperation agreement, practice agreement), but it is obvious that there is a need for a written legal protection from the companies’ point of view. It is stated that it is necessary to resolve the issues insurance, cost allocation (e. g. for food, delivery, special clothing, special footwear, the study time model that must fit the operational process, payment of mentors, instructors etc.). Two participants think that a contract between the university/col-

lege and the company would be enough.

From the 25 participants 22 made some proposals to that question. One participant didn’t consider that question. The proposals list both financial supports as for example

  • relief in tax payment,
  • additional payment for student tuition,
  • payment for the head of practice training, the mentors, the students,
  • payment for transfer

and non-material support as for example

  • advanced training for employees on preferential terms,
  • public relation
  • creation of a personnel reserve,
  • (future) employment,
  • coordination of a training program for practical application in practice,
  • Exchange of experience and knowledge between teachers at the university with specialists in the company
  • organization of jobs for people with no experience
  • opportunity for maintenance and installation of lowcurrent systems at the facilities of the educational institution with the participation of students and trainees.

Some name the possibilities in general terms, e. g. mutually benefi- cial cooperation, incentives for companies that are ready to teach on dual training or interaction with each other.

About half of the participants (13) would be willing to pay the dual students a regular salary per month during their practical training in the company. 12 from the 13 supporters gave details of their views on this matter as follows:

  • will be installed individually
  • probably for a start in the amount of a scholarship
  • according to the staffing table
  • based on the results of an interview with a student
  • The minimum is the minimum wage, the maximum is from the student's contribution to the business results of the company
  • the minimum wage

The amounts mentioned range from 50 000 to 300 000 tenge. One of the participants that would not be willing to pay the stu-

dents argued his decision with the reliance on the financial capabil-

ity.

Although the vast majority (24) would provide a men- tor/trainer/buddy, only the half of them (12) participant would be willing to sponsor this activity. One reason for this could be that the framework conditions for such sponsoring must be clear.

Nearly all companies (23) are interested in continuing to employ dual students after they have completed their studies but only for 16 of them it would be a requirement that students commit to re- maining with the company for a specific period of time. The time- periods that are suggested for remaining after the studies range from 3 months to 3 years. Further proposals are that it should be considered individually, depending on the abilities of the students, that this period should last during the entire educational process or should not be less than 5 years.

20) Would it be interesting for your company if, in return for the training of dual students, free continuing education courses were offered for your employees at the universi- ties/colleges?

22 out of 25 participants think that it would be interesting to get free continuing education courses for the employees offered by univer- sity or college. The offers that they could imagine are especially pro- fessional development of employees (including certificates) such as participation in seminars, refresher courses, advanced training courses and exhibitions (e.g., conducting internships, getting higher education, theoretical training on specific issues, beneficial for all participants of the program). Another proposal is the joint participa- tion in research project.

Some participants mentioned concrete topics they would be inter- ested in as for example modern teaching methods, digital economy courses, electrical engineering courses or improving knowledge of hydraulics. Some made clear in their answers that it is important, that these services are free of charge. One participant stated that is necessary to resolve the issue of stimulation students as well as em-

ployment at the management level.

18 participants are interested in other resources being made availa- ble at the university/college. These offers should be informative, profitable, and reliable, free of charge and of interest for the com- pany. Concrete proposals are the use of teaching laboratories, providing educational material, visual aids, technological equipment, machine tools, measuring instruments, bench equipment. The rea- son why 7 participants are not interested could be due to the fact, that the question was unclear (as one participant wrote) or that some participants have no experience with such procedures.

Section 011 – Support

22) Our company/school is in- terested in supporting the im- plementation of a dual univer- sity/college program as a

training partner.

All participants (25) whose data were analysed in this chapter (3.3) are interested in supporting the implementation of dual univer- sity/college program as a training partner. 18 of them would like to have further information, the 7 participants you are interested in supporting but don´t want to have any further information.

 

Some participants state that they are already looking forward to a more intensive exchange. They see it as important to increase the popularity of dual programs among students, but also to raise the educational level of students. The quality of education must be in- creased, also by revising curricula. Cooperation with the Chamber of Entrepreneurs, with the Ministry of Education, as well as with the National Welfare Fund "Samruk Kazyna" is also particularly empha- sized and recommended. Another interesting input was the opinion that for technical profession the BAC level is not enough, and the

duration of studies should be at least five years.

  1. Summary, Evaluation and Reflection

The analyzed data provide information about opinions, experiences, wishes and requirements of com- panies from different industries and schools as partners in a future dual training system.

In general, it can be stated that the feedback is well comprehensible. However, at some points, further questions (e.g., in the context of an oral interview) would be beneficial for a deeper understanding. This is particularly the case with data sets that show certain discrepancies in their response behavior. Such discrepancies occur especially among those participants who do not want to support the imple- mentation of the dual training system (pt. 3.1 as well as the detailed presentation of the individual participants in Annex 6.7.3). Regardless of the experiences already made or not made with the training of students, some of these companies would nevertheless be interested in taking on trainees and co- operating with the training institutions within the dual training system. It could be concluded from this that - after successful implementation of the system - there is definitely an interest on the part of the companies to participate.

One of the main objectives of Work package 1 is to identify supporters of the dual training system in Kazakhstan. As noted above, 35 of the schools/companies surveyed are willing to participate in pilot programs. It was also possible to find different industries or schools in different regions as supporters. Subsequently (following work packages), it would now be necessary to clarify which institutions have the highest potential for implementing the pilots.

From the feedback of the participants who would support an implementation, it can be stated that all schools and almost all companies (except one) that already have experience with cooperations with training institutions would like to continue to supervise students during the practical phase. This indi- cates that the experiences made are positive. The reasons given also show that the advantages of dual training for one's own company/school are recognized. One of the objectives of Work package 1 is to explore this motivation to participate in the pilot phase. These very comprehensible reasons are re- flected interpretatively for the education area in chapter 3.2.2 in sections 002 and 003 and for the industry area in chapter 3.3.2 also in sections 002 and 003. The concrete statements of the respective participants can be seen in detail in appendix no. 6.7.1 and 6.7.2.

Cooperations with training institutions are appreciated by all except one respondent. The role that companies could play in the practical part of the training is already very clearly outlined in some cases.

 

In the case of schools, it is stated that the role of schools needs to be strengthened so that they are recognized as an equal training partner. This shows that there is an understanding of comprehensive cooperation between the training partners on several levels (Hesser, 2018, p. 21).

Another objective in Work package 1 is to determine the need of companies/schools for a dual system. The need is basically given because employees/teachers will also be needed at companies/schools in the future. However, the need for appropriate legal frameworks seems to be evident from the feed- back, this is underpinned by various proposals.

In this context, not only the contents to be regulated would have to be clarified, but also the contrac- tual partners (training institution - company - students, with "Atameken", National Welfare Fund "Samruk Kazyna" and MESRK as important stakeholders). There are also ideas about possible incen- tives for cooperation, both financial and non-financial.

However, the payment of trainees must be considered. While about 50% of the participants would be willing to pay for practical training, all except one participant declined to do so for theoretical training. Regarding mentors, the following statements are made in summary: Further training for mentors is desired in principle, but only about half of the respondents are open to providing corresponding sup- port for these individuals. This point also shows the relevance of regulated legal frameworks that could also consider such support. In section 004 in chapter 3.2.2 (education) and in chapter 3.3.2 (industry), it is clearly argued that the need for clear regulations exists and can be considered a sticking point. The concrete statements of the participants can be read in the appendix no. 6.7.1 and 6.7.2.

The following summary recommendations can now be derived from the available results:

  • Comprehensive clarification and definition of the legal framework for all stakeholders (in volvement of stakeholders).
  • qualitative development/revision of the curricula
  • comprehensive advertising of the dual training programs to students and companies

>> for further work in work package 2 (pt. 2.2)

  • Involvement of supporters (from the survey) in the development of the model.
  • Selection of companies/schools that have the highest potential for pilot implementation.

In a final reflection, it must be noted that some answers also suggest that both language challenges (translation of questions and answers was necessary, pt. 2.1) and a different understanding of dual education from a European and Kazakh perspective have shaped the results.

For the coming project steps, a personal meeting of the project partners is therefore essential to be able to answer further questions in a personal exchange.
